USDA’s Farm Service Agency (FSA) offers disaster assistance and loan programs to assist agricultural producers in their recovery efforts following floods or other qualifying natural disasters. Following is a summary of some of those programs most pertinent to N.C. producers in the aftermath of Hurricane Florence:

While this document was created in the aftermath of Hurricane Matthew in 2016, it is still relevant for use now.

Documenting the losses is a critical step in the recovery process and is necessary when requesting assistance from these programs.

FSA Programs Overview

Non-Insured Crop Disaster Assistance Program (NAP)

The NAP program offers protection from production losses due to weather on crops that are not insurable. To be eligible a producer must have applied for coverage and paid service fees prior to the sales closing date for the crop.

Filing a Loss:

  • FSA must be notified within 72 hours of the loss being apparent and follow up with a written notice of loss within 15 days. Notify the FSA office as soon as possible even if past the deadlines
  • You will need the crop, date of loss, amount of any harvested production, cause of loss
  • Do not destroy the crop until a loss adjuster has inspected

Emergency Conservation Program (ECP)

The ECP program offers cost share assistance for removing debris from farmland; grading shaping or re-leveling cropland; resorting permanent fences; and restoring conservation structures.

Filing for Assistance:

  • A signup period will be announced in each county
  • Type of damage
  • Extent of damage
  • Estimate of what is needed to repair

Livestock Indemnity Program (LIP)

Provides financial assistance to livestock producers for livestock or poultry deaths due to a natural disaster.

Filing for Assistance:

  • Apply for assistance within 30 days of deaths
  • Type of Livestock
  • Deaths must be due to eligible natural disaster
  • Total beginning and ending inventory
  • Number of livestock deceased (Verification of deaths)
  • Contract growers are eligible (Need copy of grower contract)

Emergency Assistance for Livestock, Honeybees, and Farm Raised Fish (ELAP)

Provides financial assistance to producers that have lost feed that harvested or purchased by the producer to feed their livestock and was in storage, honeybees (hives or colonies), or farm raised fish, not used for food.

Filing for Assistance:

  • Apply for assistance by November 1, 2016
  • Total Inventory of item lost
  • Amount lost
  • Verification of losses will be needed

Tree Assistance Program (TAP)

Provides financial assistance to commercial producers of nurseries, orchards, or vineyards who suffered losses due to a natural disaster.

Filing for Assistance:

  • Apply for assistance within 90 days of damage
  • Must have a crop report with FSA
  • Must show that loss was due to disaster (Ex: pictures)
  • Loss Adjuster must inspect damage and determine the total number of plants and the number of dead plants

Emergency Forest Restoration Program (EFRP)

Provides financial assistance to landowners to restore forestland damaged by a natural disaster.

Filing for Assistance:

  • Program must be approved for the county
  • Signup period will be announced for each county
  • Number of acres damaged
  • Type of trees
